Tolling Study Presented to WSTCThe document referenced here is the final presentation PowerPoint and summary of the Cambridge Systematics study of tolling for the Washington State Transportation Commission, completed in 2006. The report is on its face a very articulate argument in support of tolling, including lots of thinking on the politics of the issue. If you are arguing either for or against road tolling in Western Washington, you should download and review this presentation. Based on a comprehensive consulting study, this document provides short, tight, recommended answers to all of these questions: How should Washington decide which parts of the system to toll or price? What rules should govern use of toll revenue? What rules should govern setting toll rates? What is the most appropriate governance and organizational structure? How do technology and toll operations influence toll policy? How do equity, fairness, and uniformity issues influence toll policy? Multiple megabytes of backup information is posted here. |
